One of the signs of a broken system is when people have to make decisions about something they know nothing about. When this happens to top level leaders one of two things is happening: 1) you have a total failure in your staff and volunteer recruitment and training system (i.e. your front line people don’t have a clue what they’re doing), or 2) you have a leadership failure to delegate proper authority (i.e. your people know what they’re doing, but you and/or your leaders don’t know how to delegate).
